High Mast Spec Definitions (Tender-Ready)
Normalize tender terms before comparing quotes. This page provides baseline definitions and pass/fail terms.
Standards & Test Methods Referenced (Procurement Use)
This library uses common lighting, electrical, and structural references so procurement teams can validate bids with consistent test methods. Local codes may apply—treat this as a tender checklist, not legal advice.
Lighting & Photometrics
- Photometric files: IES/LDT + DIALux report (layout inputs, assumptions, pass/fail criteria).
- Performance verification: ANSI/IES LM-79 (luminaire photometry & electrical). Reference
- LED lumen maintenance: IES LM-80 + TM-21 (lumen maintenance method & projection). LM-80 preview
- Sports & stadium (if applicable): IES RP-6 (sports & recreational area lighting). Reference
Electrical Safety & Environmental Protection
- Luminaire safety baseline: IEC 60598-1 (general requirements & tests). Reference
- Ingress protection: IEC 60529 (IP code). Scope
- Impact protection: IEC/EN 62262 (IK code).
- Surge immunity reference: IEC 61000-4-5 (lightning/surge immunity method).
Pole / Structure (High Mast Specific)
- Wind load basis (typical): ASCE 7 (minimum design loads for buildings/structures). Reference
- Highway/municipal structural supports reference (common): AASHTO LTS (supports for signs, luminaires & traffic signals).
- Lighting columns reference (where required): EN 40 series (design/verification of lighting columns).
How to use: any bid that cannot name the test method and provide the corresponding deliverable (report/file) should be labeled “Incomplete / High Risk” before price comparison.
Claim → Evidence Map (Make Bids Comparable)
Use this table to score quotations. If a claim has no test method + deliverable, it should not be accepted as “comparable”.
| Claim in Quotation | Required Evidence (Deliverable) | Minimum Acceptance Criteria | Red Flags |
|---|---|---|---|
| “XX lumens / XX efficacy” | LM-79 report + datasheet (same configuration as bid) | Report identifies model, CCT/CRI, power, test lab, date | Only brochure numbers; no test method; report mismatch |
| “IES / DIALux compliant” | IES/LDT files + DIALux report (inputs + assumptions) | Includes pole height, spacing, target class, uniformity | No files; only screenshots; no input assumptions |
| IP/IK rating | Test report (IP per IEC 60529; IK per IEC/EN 62262) | Report states test setup + rating achieved | “IP66” claimed with no enclosure test evidence |
| Surge protection | Surge test reference + SPD spec + protection topology | States kV level, waveform reference, protection points | “10kV” without method; no SPD part numbers |
| Solar autonomy / backup days (Solar projects) | Energy budget sheet (Wh/day) + dimming profile + PV assumptions | Uses worst-month or conservative equivalent assumptions | Only “X days autonomy” with no runtime profile |
| PV module quality (Solar projects) | IEC 61215 / IEC 61730 certificates + module datasheet | Certificates match the offered module family | Generic certificates; not matching the quoted module |
| Pole wind load / structure (High Mast projects) | Design basis (wind speed, EPA, safety factor) + drawings | States the load basis + foundation assumptions | No load basis; only “strong pole” marketing |

Quick baselines (60 seconds)
- Quotes must include IES/LDT + simulation outputs (Avg, Min, uniformity + assumptions).
- Quotes must state optics type and any glare/spill constraints.
- Quotes must state wind/EPA assumptions and provide structural deliverables checklist.
- Use pass/fail evidence gates before scoring price.
Normalization table (copy/paste)

Photometrics terms
- IES/LDT: photometric file used to simulate spacing/targets.
- Uniformity: define metric (Min/Avg or Avg/Min) and report it.
- Assumptions: pole height, spacing, mounting arrangement, optics, CCT/CRI, aiming notes.
Structure terms (wind/EPA/foundation)
- Wind/EPA assumptions: must be stated and consistent across bids.
- Structural deliverables: calculations + drawings + foundation checklist.
- Lowering device: if required, specify commissioning + maintenance deliverables.
